The Construction of Digital Culture in the Utilization of Data Analytics for HR Strategy in the Era of Digital Transformation

This study aims to describe and analyze how digital culture is formed and plays a role in the utilization of data analytics in human resource (HR) strategies in the era of digital transformation. In the context of modern organizations, the implementation of Human Resource Analytics (HR analytics) is not only influenced by technological sophistication, but also by the construction of organizational values, norms, and behaviors that shape data-driven mindsets and encourage objective decision-making. This study uses a descriptive qualitative approach with a conceptual and interpretive analysis orientation to the phenomenon of digital culture construction in the implementation of HR analytics. Data are analyzed in depth through a review of academic literature, empirical research, and theories related to organizational culture, digital transformation, and HR analytics, to understand the relationship between the dimensions of culture, technology, and ethics in HR management. The results show that a strong digital culture plays a crucial role in strengthening the adaptation of data analytics and increasing the effectiveness of HR decision-making. The construction of digital culture is formed through the interaction of people, technology, and organizational structures that foster the values of collaboration, transparency, innovation, and continuous learning. In addition, visionary digital leadership and ethical data governance have proven to be key factors in the successful integration of HR analytics into HR strategies
