Limitations of Human Resource Development (HRD): An Analysis of the Role of Economics and Ethics in Improving Organizational Performance

Abstract

This study aims to analyze the limitations of the role of Human Resource Development (HRD) in balancing economic demands and ethical responsibilities in modern organizations. The research method used is a qualitative-descriptive approach with the Systematic Literature Review (SLR) technique combined with comparative case study analysis on several global and national companies, such as Foxconn, Nokia, Adobe, and digital startups in Indonesia. The results of a study of 20 international journals and 10 scientific papers by Mochammad Isa Anshori show that HRD still faces three main forms of limitations, namely structural, moral, and strategic competence limitations. HRD is often positioned as a cost center, not a value creator, so its moral and strategic functions are marginalized by the orientation of financial efficiency. In addition, the pressure of a hierarchical organizational culture and lack of ethical leadership make it difficult for HRD to carry out its role as a guardian of employee welfare. This research emphasizes the need to strengthen the concept of Strategic Moral Partner, namely the role of HRD that balances economic and human values through ethical, data-based, and sustainability decision-making. Thus, future HRD is expected to be the main driver in creating a competitive and socially just organization
